In this one, we meet the deceased Tasha Yar's long lost sister, Ishara Yar (Beth Toussaint). Yes, this is a sister never mentioned by Tasha or previous episodes - that's series TV for you. But, it does offer some compelling story points. The colony on the planet that Tasha hailed from - and which Ishara still lives on - is divided into factions which settle things violently; the government there fell apart years back, so it's mostly anarchy. This makes the episode similar to The High Ground, the one about terrorists, as it's about the high-minded (naive?) crew encountering more primitive sensibilities. The crew need to rescue a couple of Federation members of another ship and encounter hostility towards Federation policies.
Since this is about trust and developing friendships and then about being let down and betrayal, this episode has a downbeat tone by the end. Toussaint as the other Yar cuts a fine figure in some scenes and she is almost instantly likable, so the audience gets quickly accustomed to her, just as the crew does. The first hurdle to overcome is to establish that she is indeed Tasha's sister - it could be some trick - but it turns out that she really is, which makes the ending all the more depressing. What rings true is the crew's need for Ishara to be what they all wish for her to be and such expectations are rarely met in reality - even in the 24th century. BoG's Score: 7 out of 10
TNG Trivia:
this was the 80th episode of TNG, meaning it passed the total of 79 TOS episodes with this episode; to mark this, the story in the beginning has Picard mention that the Enterprise just bypassed the planet Camus II, the planet featured in Turnabout Intruder, the final episode of TOS.
