As indicated by the episode's title, this features the return of Harry Mudd, the conman of the Trek universe. He previously appeared in Mudd's Women in the 1st season and then an animated version showed up in the animated series, in Mudd's Passion, voiced by the actor Roger Carmel.
After his last scam, Mudd found himself on the run and, ship damaged, lucked onto this planetoid of obedient androids; there are 207,809 of these androids, the remnants of some extra-galactic civilization,possibly originating in the Andromeda galaxy. The Makers, as they're referred to, are all dead; but the androids remain (this is also like a comedic take on What Are Little Girls Made Of?). Sometime after Mudd settled in his new home, the android named Norman managed to infiltrate the Enterprise as a Starfleet officer and this is where the troubles begin for Kirk and his crew (the Enterprise crew seem very blase about requirements for a new crewmember being on board, as if anyone in the proper uniform can stroll in if they felt like it).
The actor Carmel is as hammy as ever as the scoundrel Mudd, proving to be a good foil for Kirk and all the rest of the officers, even Spock. Mudd seemed out of place in his previous episode but someone got the idea he'd provide some decent fun in calculated comedic entertainment - and they were right. Some of this may appear to be too silly but there's more to do for the rest of the cast than was usual. Shatner was always even more adept at comedy than drama (see The Trouble With Tribbles) but all the other regulars were also very relaxed at their turns at bizarre behavior; Scotty, Chekov and Uhura get to do as much as the main trio in this one, as far as hamming it up.
Some of the humorous bits are actually quite clever, not just slapstick, but the best of vaudeville, stand-up and one-liners; someone must have studied the art of comedy before completing this. Take note, also, that the Norman android bears more than a passing resemblance to Data, the android introduced 20 years later on TNG.
